Summary:
Reviews and authorizes allowable purchase orders, works with departments to obtain and evaluate quotes, prepares bids and proposals and performs contract administration duties.
Essential Duties:
- Issue purchase orders.
- Ensure all purchases adhere to county rules, Texas Local Government Code Chapter 262, internal policies and audit standards.
- Maintain accurate procurement documentation, vendor files and audit trails.
- Advise county end-users on procurement policy and procurement best practices.
- Manage assigned procurement projects from inception through purchase order issuance and follow-up addenda.
- Coordinate with the County attorney, end-user departments and vendors to finalize contracts and agreements, Commissioners Court approvals and track contract execution.
- Performs contract administration duties on annual contracts including contacting departments for renewal options and notifying vendors.
- Maintain contract, Cooperative, Sole Source and Interlocal Agreement records via software to ensure accurate records management.
- Oversee Bids/Proposals process from inception to award for goods and services over the statutory threshold.
- Prepare Commissioners Court agenda items.
- Supports team members with training as well as end-users
- Investigate and resolve issues that may arise with vendors providing poor service, late delivery, canceled orders, and contract compliance.
- Performs all other related duties involved in the operation of the department as assigned or required.
Minimum Requirements:
High School Diploma or GED, three (3) years government procurement experience is preferred. Must have knowledge of purchasing, business practices and procedures; general knowledge of county government and services, ability to comprehend, analyze and interpret purchase regulations and apply them to specific situations; maintain accurate records and files; proper public contact, telephone and email etiquette; Microsoft Office Suite experience, data entry, possess business and technical writing skills; prioritize and schedule work to meet deadlines; communicate effectively orally and in writing. Current knowledge of Euna Procurement/Bonfire a plus.
