Job Description:
We are seeking an experienced PeopleSoft HCM/ELM Functional Analyst to lead the design, development, enhancement, integration, and support of enterprise Human Capital Management and Learning Management solutions. The role requires strong expertise in PeopleSoft HCM/ELM, enterprise system integrations, business process analysis, and stakeholder collaboration to support workforce management, training, compliance, and modernization initiatives.
 
Responsibilities

• Lead the design, development, enhancement, implementation, and support of 's PeopleSoft HCM and Enterprise Learning Management (ELM) applications.
  
• Support program and project management activities, status reporting, documentation development, and coordination of HCM and ELM modernization initiatives.
  
• Manage assigned projects and application enhancements in accordance with SDLC methodologies and organizational standards.
  
• Partner with Human Resources, Training, Operations, and business stakeholders to analyze requirements and develop technology solutions supporting workforce management and employee development objectives.
  
• Design, develop, configure, and support PeopleSoft HCM and ELM modules, workflows, interfaces, reports, and integrations.
  
• Lead the design, maintenance, and enhancement of integrations between PeopleSoft HCM/ELM, Maximo, UKG/Telestaff, Oracle Cloud applications, and other enterprise platforms.
  
• Support workforce qualifications, certification, training, and compliance processes through automation and business process improvements.
  
• Analyze and evaluate proposed system changes, enhancements, and upgrades to determine business impact, technical feasibility, and implementation approaches.
  
• Develop and maintain application architecture artifacts, functional specifications, workflow diagrams, technical documentation, and solution designs.
  
• Review functional and technical designs and oversee implementation of application enhancements, releases, upgrades, and integrations.
  
• Support data management, conversion, validation, reconciliation, and reporting activities associated with HCM and ELM applications.
  
• Develop complex SQL queries, reports, dashboards, and analytics supporting operational, workforce, training, and compliance reporting requirements.
  
• Support audits, compliance initiatives, testing activities, risk management, and production releases.
  
• Troubleshoot functional, technical, integration, and business process issues affecting PeopleSoft HCM, ELM, and related enterprise applications.
  
• Translate business and application requirements into effective technology solutions and communicate recommendations to business and technical stakeholders.
  
• Configure application functionality to support changing business requirements and organizational goals.
  
• Collaborate with developers, architects, analysts, vendors, and project teams to deliver enterprise application solutions.
  
• Develop user guides, training materials, knowledge transfer documentation, and end-user support resources.
  
• Provide leadership and subject matter expertise for PeopleSoft HCM, ELM, workforce development, and enterprise integration initiatives.
  

 
Required Qualifications

• Eight (8) or more years of experience supporting and enhancing enterprise HCM, ELM, or workforce management systems.
  
• Demonstrated experience with PeopleSoft HCM and Enterprise Learning Management, including configuration, requirements gathering, testing, deployment, and production support.
  
• Experience supporting employee lifecycle management, recruiting, onboarding, workforce administration, training management, qualification tracking, certification management, compliance, and employee development programs.
  
• Experience designing, developing, and supporting integrations between PeopleSoft and enterprise systems including Oracle Cloud, Maximo, workforce management solutions, and identity management platforms.
  
• Experience troubleshooting functional, technical, and integration issues within enterprise HR and learning management applications.
  
• Experience creating business requirements documents, functional specifications, workflow diagrams, solution designs, test plans, reports, and user documentation.
  
• Strong SQL, reporting, dashboard, and analytics experience.
  
• Experience supporting application upgrades, system implementations, data conversions, and modernization initiatives.
  
• Knowledge of SDLC, change management, testing, and release management practices.
  
• Experience with Oracle, SQL Server, Sybase, Informix, DB2, or similar database technologies.
  
• Excellent communication, analytical, and problem-solving skills.
  
• Bachelor's degree or equivalent experience.
  

 
Preferred Qualifications

• Master’s degree in computer science, Information Systems, HRIS, or related field.
  
• PeopleSoft HCM and/or ELM certifications.
  
• Experience supporting ERP modernization or cloud migration initiatives.
  
• Experience integrating PeopleSoft with workforce management, learning management, and enterprise applications.
  
• Experience with Oracle Cloud HCM or Learning Cloud solutions.
  
• PMP certification or project management experience.
  
• Experience supporting public-sector, transit, transportation, or large enterprise environments.
