Black Pearl is currently recruiting for a Regulatory Manager on behalf of a leading utilities organization in the UAE. This is a strategic role responsible for managing regulatory affairs, industry compliance, stakeholder engagement, and market governance across the electricity and water sectors. The successful candidate will play a key role in ensuring alignment with regulatory frameworks, market codes, licensing requirements, and industry developments within a rapidly evolving utility environment. We are particularly interested in candidates with experience working within Independent Power Producer (IPP) and/or Independent Water Producer (IWP) environments, utility regulators, electricity and water authorities, transmission companies, or major utility operators. Key Responsibilities • Lead regulatory affairs activities and ensure compliance with all applicable utility regulations, market codes, and licensing requirements. • Act as the primary liaison with regulators, government entities, and industry stakeholders. • Monitor regulatory developments, policy changes, and market reforms affecting the electricity and water sectors. • Assess the impact of regulatory changes on business operations and provide strategic recommendations. • Support tariff reviews, regulatory submissions, consultations, and compliance reporting. • Participate in industry working groups, regulatory forums, and stakeholder engagements. • Develop and maintain strong relationships with utility regulators, market operators, IPPs, IWPs, and relevant government authorities. • Ensure compliance with contractual, commercial, and regulatory obligations associated with power and water procurement arrangements. • Prepare reports, presentations, and regulatory documentation for senior management. • Support business planning by providing regulatory and market intelligence.

To be considered for this role, you need to meet the following criteria: • Bachelor's Degree in Engineering, Economics, Energy Management, Public Policy, Law, Business Administration, or a related discipline. • Minimum 8–12 years of experience within the utilities sector. • Proven experience in regulatory affairs, market regulation, utility governance, compliance, or policy development. • Strong understanding of electricity and water market structures, regulatory frameworks, licensing requirements, tariffs, and utility governance. Experience working with or supporting: • Independent Power Producers (IPP) • Independent Water Producers (IWP) • Electricity and water regulators • Utility authorities • Transmission and distribution companies • Power and water procurement entities • Strong stakeholder management and communication skills. • Experience preparing regulatory submissions, policy papers, compliance reports, or tariff-related documentation. • Knowledge of utility market reforms, energy transition initiatives, and regulatory best practices is highly desirable. • Arabic language skills would be an advantage.
