Position Overview
The Ontario Health Services Cluster is seeking a Senior Change Management Consultant to lead and support change management activities for transformational initiatives within a healthcare/public-sector environment.
The successful candidate will provide senior-level expertise, consulting advice, methodologies, and practical tools to support organizational change, stakeholder engagement, communications, training, adoption, resistance management, and successful implementation of initiatives.
The consultant will work closely with senior leadership, project teams, internal and external stakeholders, and participating partners to identify people-side risks, remove barriers to adoption, build consensus, and ensure change initiatives align with the Ministry's modernization objectives.

Experience in a healthcare/clinical environment is particularly important for this assignment. Candidates should be able to demonstrate an understanding of stakeholder engagement within healthcare and the privacy/security considerations associated with technology and software initiatives in a clinical setting.
Public-sector experience is also an asset, particularly experience working with complex stakeholder groups, governance structures, modernization programs, or large transformational initiatives.

Position Overview
The Ontario Health Services Cluster is seeking a Senior Change Management Consultant to lead and support change management activities for transformational initiatives within a healthcare/public-sector environment.
The successful candidate will provide senior-level expertise, consulting advice, methodologies, and practical tools to support organizational change, stakeholder engagement, communications, training, adoption, resistance management, and successful implementation of initiatives.
The consultant will work closely with senior leadership, project teams, internal and external stakeholders, and participating partners to identify people-side risks, remove barriers to adoption, build consensus, and ensure change initiatives align with the Ministry's modernization objectives.
Key Responsibilities
- Provide expert change management consulting, guidance, methodologies, frameworks, and tools throughout the project lifecycle.
- Develop and implement comprehensive change management strategies, plans, and frameworks.
- Develop communication plans, change management strategies, and training plans.
- Lead and/or contribute to stakeholder assessments, stakeholder engagement strategies, and resistance management activities.
- Develop and implement sponsor roadmaps to support leadership alignment and successful change adoption.
- Lead communication, engagement, coaching, training, and other activities required to support organizational change.
- Identify and assess change impacts to business processes and technology solutions and develop strategies to drive adoption.
- Identify potential people-side risks, anticipated resistance, and barriers to change, and develop mitigation strategies.
- Apply a structured change management approach and methodology to assigned initiatives.
- Support senior leadership in developing strategies that foster consensus among clients, partners, and stakeholders.
- Facilitate stakeholder discussions, workshops, presentations, and group sessions involving diverse internal and external stakeholders.
- Ensure change management activities are aligned across participating stakeholders to remove barriers and support successful implementation.
- Develop and apply success metrics to measure adoption, utilization, proficiency, and overall change effectiveness.
- Assess change outcomes throughout the project lifecycle and develop continuous improvement plans based on adoption and implementation results.
- Provide status updates, reports, briefing materials, presentations, proposals, and other communications for senior leadership and corporate governance bodies.
- Apply project management fundamentals and understand the project lifecycle when planning and executing change activities.
- Work collaboratively with project teams and stakeholders while managing multiple priorities and strict deadlines.

- Demonstrated experience applying a structured change management approach and methodology to assigned initiatives.
