Position Overview
Service New Brunswick (SNB), through its Provincial Health Application Services (PHAS) branch, is seeking a Senior Application / Solutions Architect to lead the design and development of the Personal Health Number (PHN) Registry.
The successful candidate will work closely with the Medicare and MyHealthNB teams and provide senior-level architecture, technical leadership, development guidance, design oversight, and stakeholder support for complex healthcare applications.
The resource will be responsible for ensuring that technology solutions align with business requirements while meeting technical, security, performance, integration, and enterprise architecture standards.
Key Responsibilities
Candidates must satisfy ALL mandatory requirements to proceed to evaluation. Failure to clearly demonstrate any mandatory requirement may result in disqualification.

The ideal candidate will be a senior-level Application/Solutions Architect with a strong combination of architecture, software development, systems analysis, healthcare application, and enterprise integration experience.

Mandatory / Critical:
The primary focus of this engagement is the Personal Health Number (PHN) Registry.
The successful architect will provide technical leadership across the analysis, architecture, design, development, testing, implementation, stabilization, and enhancement lifecycle while collaborating with the Medicare, MyHealthNB, and broader PHAS teams.

Work arrangement: Full-time onsite.
Candidates located outside Fredericton must be prepared to manage their own travel and accommodation arrangements. SNB will not reimburse vendor travel expenses or travel time to/from Fredericton.

Key Responsibilities
- Lead the design and development of the Personal Health Number (PHN) Registry.
- Work collaboratively with the Medicare and MyHealthNB teams on architecture, design, development, and implementation.
- Provide solution architecture guidance and technical direction to internal staff and consultants.
- Provide direction regarding:
- Solution architecture
- Technical design
- Development methodologies
- Development standards and procedures
- Solution architecture
- Advise business and technical stakeholders to ensure technology solutions meet business requirements.
- Oversee the development and maintenance of solution design and technical architecture documentation.
- Lead and participate in analysis, design, development, testing, implementation, and enhancement activities.
- Lead and participate in the PHN technical working group.
- Lead technical design and development activities, including code reviews and design reviews.
- Work closely with:

- Health Solutions Strategists

- Ensure secure application design and coding requirements are incorporated into implementations.
- Support development of User Acceptance Testing (UAT) plans.
- Support functional and technical design documentation.
- Support system testing and defect-management processes.
- Support production stabilization, troubleshooting, and code fixes.
- Participate in team Scrum activities and maintain/update team documentation as required.
- Provide technical assistance on other PHAS initiatives as time permits.
- Perform other related duties as assigned.
- Some after-hours/weekend work may be required, subject to prior approval.
Requirements
Mandatory Requirements – MUST HAVECandidates must satisfy ALL mandatory requirements to proceed to evaluation. Failure to clearly demonstrate any mandatory requirement may result in disqualification.
M1 – Education
- Degree from a recognized university in Computer Science or a similar discipline is preferred.
- An equivalent combination of education and experience may be considered.

- Minimum 15 years of demonstrated experience in Information Management / Information Technology (IM/IT).
- Minimum 5 years of demonstrated experience as a Senior Programmer and/or Systems Analyst.
- Minimum 3 years of demonstrated experience as an Application Architect and/or Solutions Architect.
- Excellent verbal and written communication skills in English.
- Must be available to start December 9, 2026.
- Must be able to work full-time onsite in Fredericton, New Brunswick.
- Remote work may only be possible at the client's request and approval.
- Candidate must remain available for periodic in-person meetings.
- Only ONE candidate may be submitted by the vendor.
- Submission of more than one candidate will result in disqualification of all vendor submissions.

- Demonstrated experience working with Provincial Healthcare and Electronic Healthcare applications in a Canadian context.
- Experience with Canadian provincial health systems, healthcare applications, health registries, electronic health records, Medicare/eHealth environments, or comparable government healthcare platforms is highly desirable.
