Senior Vice President – Power Infrastructure & Capital Projects.

Black Pearl is supporting a confidential executive search for a major asset-intensive organization in the UAE seeking an accomplished Senior Vice President – Power Infrastructure & Capital Projects.

This is a senior leadership role responsible for shaping and leading a major capital projects portfolio — from determining infrastructure investment priorities and long-term development requirements through engineering, governance, execution, commissioning, and handover.

Key Responsibilities

• Lead a portfolio of major power, energy, and infrastructure capital projects.
  
• Drive long-term capital planning, project prioritization, and investment decisions.
  
• Determine infrastructure development requirements based on future capacity, demand, asset performance, and business priorities.
  
• Lead major projects across power generation, transmission, distribution, substations, grid infrastructure, and associated assets.
  
• Oversee projects from feasibility and concept development through engineering, procurement, construction, commissioning, and handover.
  
• Establish strong portfolio governance, project controls, risk management, and performance frameworks.
  
• Provide executive oversight of CAPEX, budgets, schedules, contractors, consultants, and project performance.
  
• Lead multidisciplinary engineering, project management, commercial, and technical teams.
  
• Manage senior relationships with regulators, authorities, developers, consultants, EPC contractors, and strategic partners.
  
• Ensure capital projects support long-term network reliability, capacity expansion, modernization, and operational requirements.
  

Requirements

To be considered for this role, you need to meet the following criteria:

We are particularly interested in senior executives who have worked on the asset owner/developer side of large power or infrastructure organizations and have had responsibility beyond project execution.

Candidates should ideally demonstrate experience in:

• Large-scale power generation, transmission and/or distribution infrastructure
  
• Multi-billion capital project or infrastructure portfolios
  
• Capital investment planning and portfolio prioritization
  
• Infrastructure master planning and network expansion
  
• Major EPC and engineering projects
  
• Portfolio governance and executive-level decision-making
  
• CAPEX planning and financial accountability
  
• Contractor, consultant, and commercial management
  
• Government, regulatory, and senior stakeholder engagement
  
• Leading large multidisciplinary teams
  

Potential Relevant Titles

Candidates currently or previously holding titles such as the following may be particularly relevant:

Candidates currently based in the UAE are preferred, followed by candidates with relevant GCC experience. International candidates should ideally come directly from the power, electricity, energy, or closely related infrastructure sector and be operating at a comparable functional and leadership level.
