Senior Program Manager - Rwanda

AMI is looking for an ambitious, Kigali-based Senior Programme Manager to lead the planning, coordination and delivery of a large-scale, multi-country green economy programme, reporting to AMI's Global Senior Programme Manager for this portfolio and working closely with the Rwanda Country Lead.

This role carries end-to-end ownership of Rwanda-level delivery: managing local partners, coordinating field activities, tracking budget and results, and feeding into cross-country reporting cycles. GESI and Safeguarding sit at the centre of AMI's delivery model, and the successful candidate will bring genuine knowledge of Rwanda's green economy sector, its opportunities and its constraints.

The current core focus is a foundation-funded youth economic empowerment programme running in Rwanda, Nigeria, Ghana and Sierra Leone. AMI's Impact portfolio is growing, though, and this role is expected to pick up other projects as they come on stream. The person we hire needs to be comfortable moving between workstreams, not attached to a single mandate.

Travel across Rwanda's districts, and occasionally regionally, might be expected.

Responsibilities

Programme Management & Implementation

  • Own the Rwanda-level delivery plan against the wider portfolio's timeline and targets

  • Manage day-to-day programme coordination: budget tracking, task tracking, deadline management

  • Coordinate across AMI's central teams (M&E, Safeguarding, Finance) and external stakeholders to keep milestones aligned

  • Act as the senior point of contact for Rwanda-based partners

Portfolio Delivery

  • Serve as Rwanda lead for the current green economy programme, coordinating directly with the Global Senior Programme Manager on scope, targets and reporting

  • Flex into other AMI Impact projects as priorities shift, maintaining the same standard of delivery across workstreams

  • Feed Rwanda-level data and progress into cross-country reporting cycles

Partner & Event Management

  • Manage relationships with local implementing partners, coaches and facilitators

  • Organise and oversee in-person events and cohort launches in Rwanda

  • Serve as primary liaison with vendors, venues and local service providers

M&E and Reporting

  • Coordinate field-level M&E activities: data collection visits, spot-checks, quality checks

  • Draft and submit progress reports, field visit notes and programme documentation

  • Escalate data or delivery issues to the central M&E team promptly

Safeguarding & Compliance

  • Uphold Safeguarding policy on the ground, flag breaches proactively, and advise on cultural adaptation of policy where relevant

  • Support GESI integration across programme activities as a working practice, not an add-on

Administrative

  • Support the Rwanda Country Lead on local coordination, including business development and SME recruitment events

  • Support local impact story gathering

  • Carry out other programme-related duties in line with AMI's Impact portfolio priorities


Requirements

  • Bachelor's degree in Business, Development Studies, Project Management or a related field required; Master's a plus

  • Minimum 6 to 7 years managing programmes or projects, ideally including donor-funded, multi-stakeholder or multi-country work

  • At least 3 years full-time work experience in Rwanda, with a solid understanding of the local development and business ecosystem

  • Fluency in English and Kinyarwanda; working French an advantage

  • Demonstrated experience with donor-funded programmes, government agencies or multilateral organisations (UNDP, foundations, GIZ or similar) highly desirable

  • Comfortable managing more than one project, or shifting priorities within a portfolio

Core Skills & Competencies

  • Proven ability to run multiple workstreams and stakeholders against firm deadlines

  • Strong budget management and reporting discipline

  • Excellent written and verbal communication, able to draft clear reports for internal and donor audiences

  • Comfortable with Zoom, Google Workspace, Monday.com and similar tools

  • Strong cross-cultural and interpersonal skills, with a genuine GESI mindset

  • Independent and adaptable, comfortable operating with limited day-to-day oversight given the reporting line sits outside Rwanda
