Position Overview
The Community Services Cluster is seeking Senior Information Management Specialists to provide expert information management knowledge, advice, and leadership in support of Ministry and Cluster clients.
The successful candidates will bring strong expertise across information governance, records management, information architecture, metadata, taxonomy, classification, document/content management, information lifecycle management, digitization, migration, and modernization of legacy information assets.
The role will involve working with both structured and unstructured information, conducting information assessments and business analysis, developing information management frameworks and standards, and collaborating with business and technical stakeholders across the Ontario Public Service environment.

Position Overview

The successful candidates will bring strong expertise across information governance, records management, information architecture, metadata, taxonomy, classification, document/content management, information lifecycle management, digitization, migration, and modernization of legacy information assets.
The role will involve working with both structured and unstructured information, conducting information assessments and business analysis, developing information management frameworks and standards, and collaborating with business and technical stakeholders across the Ontario Public Service environment.
Key Responsibilities
- Provide expert advice on information management best practices, approaches, standards, methodologies, and emerging trends.
- Apply comprehensive knowledge of the information lifecycle, including information creation, classification, storage, access, retention, disposition, and governance.
- Conduct business analysis and information assessments to identify information management requirements across different domains, including records management, access, privacy, and information governance.
- Develop business cases, strategies, frameworks, policies, protocols, guidelines, and best practices related to information management.
- Lead and/or coordinate information management initiatives, modernization programs, digitization activities, records conversion, migration, and repository transformation.
- Develop document management protocols, including business rules, naming conventions, version control, document labelling, and related standards.
- Develop business and records classification schemes using functional classification methodologies.
- Assess metadata requirements and develop metadata schemas, standards, structures, and management protocols.
- Conduct information inventories, records assessments, classification activities, and data quality improvement initiatives.
- Identify and assess Information Security and Privacy Classification requirements and support their implementation within unstructured data and content-management applications.
- Assess information management risks, identify gaps, and recommend practical improvements.
- Support business and information architecture activities by defining information management needs, priorities, structures, and governance requirements.
- Support or lead the development of Privacy Impact Assessments (PIAs).
- Develop and track information management performance measures and metrics.
- Conduct research, environmental scans, jurisdictional scans, maturity assessments, business process mapping, and analysis of legislation, policies, and standards.
- Plan and support the implementation of information management strategic goals and priorities.
- Develop training, awareness, curriculum, and communication materials related to information management concepts and principles.
- Deliver information management training and awareness sessions to diverse technical and non-technical audiences.
- Participate in information management committees, working groups, workshops, and stakeholder discussions.
- Establish and maintain effective relationships between Ministry clients and OPS I&IT organizations.
- Collaborate with Business Analysts, Business Architects, BI Specialists, Data Architects, Data Conversion Specialists, DBAs, Information Architects, Project Managers, Training Specialists, Web Specialists, and other technical/business resources.
- Provide routine guidance and support on information management concepts, principles, governance, and best practices.
- Prepare information management strategies, reports, recommendations, guidance materials, presentations, and business documentation.
- Ensure deliverables meet established timelines and quality expectations.
Requirements

- Strong knowledge of information management, information governance, records management, records retention, disposition, and information lifecycle management.
- Strong knowledge of information architecture, metadata management, taxonomy development, classification structures, and content management practices.
- Knowledge of information management best practices, standards, methodologies, and emerging trends for structured and unstructured information.
- Experience supporting information management modernization, digitization, and records conversion initiatives.
- Experience conducting information inventories, records assessments, information classification, and data quality improvement activities.
- Knowledge of information governance requirements, FIPPA privacy legislation, AODA accessibility requirements, and applicable OPS standards.
- Knowledge and practical application of recognized national and international standards for recordkeeping and information management.
- Knowledge of methodologies, standards, and principles for function-based classification of information.
- Knowledge of controlled vocabularies, taxonomies, and thesauri.
Candidates must demonstrate:
- Experience analyzing business requirements and translating them into information management solutions.
- Experience developing information management frameworks, metadata models, classification schemes, retention schedules, and governance processes.
- Experience supporting digitization, migration, and modernization of legacy records, documents, repositories, or content.
- Ability to assess information management risks, identify gaps, and recommend improvements.
- Experience working with document management, records management, case management, enterprise content management, or related information management solutions.
- Experience developing business and records classification schemes using functional classification.
- Knowledge of Enterprise Content Management (ECM), Records Management, and Document Management solutions.
Candidates must demonstrate:
- Excellent verbal and written communication skills.
- Experience facilitating workshops, interviews, consultations, and discussions with business stakeholders and Subject Matter Experts (SMEs).
- Ability to prepare information management strategies, reports, recommendations, guidance materials, and business documentation.
- Ability to explain and communicate complex information management concepts to both technical and non-technical audiences.
- Strong collaboration skills with project teams, business stakeholders, records management specialists, Business Analysts, and technical resources.
- Strong relationship management skills and the ability to work effectively across multiple stakeholder groups.
- Demonstrated ability to work as a team player and consistently meet deadlines.
Candidates must demonstrate:
- Experience working within public-sector information management and governance environments.
- Knowledge of OPS policies, privacy requirements, accessibility requirements, records management standards, and information governance practices.
- Experience supporting information management, digitization, modernization, records management, or digital transformation initiatives within government or broader public-sector organizations.
Candidates must clearly demonstrate the following two requirements on their resumes:

Preferred Candidate Profile
The ideal candidate will have:
- Senior-level Information Management experience within government or a large public-sector environment.
- Strong hands-on experience with information governance, records management, metadata, taxonomy, classification, retention, and information lifecycle management.
- Experience leading digitization, migration, modernization, and legacy records transformation initiatives.
- Strong understanding of FIPPA, AODA, OPS information management requirements, and privacy/security classification.
- Experience with ECM, document management, records management, or case management platforms.
- Excellent stakeholder management, facilitation, analytical, documentation, and communication capabilities.
- Ability to work independently while collaborating effectively with multidisciplinary teams.
- 100% onsite in Toronto – 5 days per week

- No security clearance required.
- Candidates must be comfortable working directly with Ministry/OPS stakeholders and multidisciplinary project teams.
