REQUEST FOR INSPECTION SERVICES - JFK-174.334,Port Authority of NY & NJ

In accordance with your Agreement under Performance of Expert Professional Structural Steel Inspection and Non-destructive Testing Services on a “Task Order” Basis, the Port Authority of New York and New Jersey (PA) hereby invites you to submit resumes for a Steel Inspection assignment outlined herein.  Resumes are being solicited from multiple firms on the Engineering Department’s roster of “Task Order” list of firms, for the performance of structural steel and non-destruction testing services.

In order to respond to this request, firms must have their signed Agreements in place with the Procurement Department and completed the Firm Non-Disclosure Agreement (NDA), identified their Security Information Manager (SIM), and have the NDA Signatory and SIM sign the required Exhibit A – Acknowledgement by Related Party Individual and completed the Information Security Training. The Engineering Department Construction Management Division – Materials Engineering Unit is seeking a Steel Inspector to perform inspections for contract JFK-174.334 at Penn Fab – 20 Steel Road South, Morrisville, PA 19067.

• • Duration: Start on 11/09/2026, End: 01/15/2027.
    
  • Work consists of performing fabrication inspections for DMS Sign Support Structures.
    
  • The inspector must be a certified AWS CWI, MT and UT Level 2.
    

Requirements

Skill Requirements:

• Required to travel to jobsites.
  
• Must have the ability to pass a Transportation Worker Identification Credential (TWIC) and/or Secure Worker Access Consortium (SWAC) background screening at a High Level (when required)
  

1. SELECTION PROCESS
   

Resumes are being solicited from multiple firms on the roster of the 2026 Performance of Expert Professional Structural Steel Inspection and Non-destructive Testing Services on a “Task Order” Basis firm list.  Firm selection will be based on the following criteria listed below in relative order of importance:

1. The quality and depth of the experience and qualifications of the staff performing services
   
2. Consideration of cost, as appropriate
   

All questions should be submitted no later than the listed due date to the attention of Paul Catherall at pcatherall@panynj.gov.  Paul Catherall, nor any other employee of the Authority is authorized to interpret the provisions of the Task Order Request for Resumes or accompanying documents or give additional information as to its requirements.  If interpretation or additional information is required, it will be communicated by written addendum issued by the undersigned and such writing shall form a part of this Task Order Request for Resumes solicitation, or the accompanying documents, as appropriate.

Resume submission preparation costs are not reimbursable by the Authority, and the Authority shall have no obligation to a firm except under a duly authorized Agreement executed by the Authority.

No rights accrue to any Proposer except under a duly authorized Agreement for performance of the specified services. The Authority reserves the qualified right, to reject all Resumes, to undertake discussions and modifications with one or more Consultant, to waive defects in Resume submissions, and to proceed with that submission or modified submission, if any, which in its judgment will, under all the circumstances, best serve the public interest.
