Position Summary

JW Affinity IT is seeking an experienced Software Developer to design, enhance, integrate, and support applications used by a local municipality. This position will help modernize digital services, automate internal processes, integrate departmental systems, and improve the reliability and usability of applications that support employees, residents, and municipal operations.

The ideal candidate combines strong application-development experience with the ability to understand business requirements, work with legacy and modern technologies, and deliver secure, maintainable solutions in a structured public-sector environment.

Key Responsibilities

• Design, develop, test, deploy, maintain, and enhance web-based and enterprise applications.
  
• Translate business and functional requirements into secure, scalable, and maintainable technical solutions.
  
• Develop integrations between municipal applications, databases, cloud platforms, vendor systems, and third-party services.
  
• Build and maintain APIs, automated workflows, data exchanges, reports, and system interfaces.
  
• Support the modernization of legacy applications and manual business processes.
  
• Write clean, documented, reusable, and testable code using approved development standards.
  
• Troubleshoot application defects, performance issues, failed integrations, and production incidents.
  
• Perform code reviews and participate in application architecture and design discussions.
  
• Develop unit, integration, regression, and automated tests.
  
• Apply secure coding practices and remediate application vulnerabilities.
  
• Maintain source code, version history, release documentation, technical specifications, and deployment instructions.
  
• Support development, testing, staging, and production environments.
  
• Collaborate with business analysts, infrastructure personnel, cybersecurity teams, database administrators, vendors, and department stakeholders.
  
• Assist with data conversion, application migration, system implementation, and user-acceptance testing.
  
• Provide technical support for production applications and participate in scheduled deployments or after-hours maintenance when required.
  

Requirements

Required Qualifications

• Five to seven years of professional software-development experience.
  
• Proficiency in at least one modern development environment, such as C#/.NET, Java, JavaScript/TypeScript, Python, or a comparable enterprise technology stack.
  
• Experience developing web applications, APIs, integrations, or enterprise business systems.
  
• Experience working with relational databases such as Microsoft SQL Server, PostgreSQL, Oracle, or MySQL.
  
• Working knowledge of SQL, data modeling, authentication, authorization, error handling, and application logging.
  
• Experience with Git or another source-control platform.
  
• Understanding of the software-development lifecycle, testing practices, deployment processes, and change management.
  
• Ability to communicate with nontechnical stakeholders and convert operational needs into technical requirements.
  
• Bachelor’s degree in computer science, software engineering, information systems, or a related field, or an equivalent combination of education and professional experience.
  
• Ability to successfully complete any background screening required for access to municipal systems and data.
  

Preferred Qualifications

• Experience developing or supporting applications for municipal government, public-sector organizations, utilities, public safety, permitting, finance, asset management, or citizen services.
  
• Experience with Microsoft Azure, Azure DevOps, Power Platform, Microsoft 365, or comparable cloud and low-code technologies.
  
• Knowledge of CI/CD pipelines, automated testing, containerization, or DevOps practices.
  
• Experience integrating commercial off-the-shelf applications and software-as-a-service platforms.
  
• Familiarity with accessibility requirements, including WCAG and Section 508 principles.
  
• Understanding of secure software-development practices and frameworks such as the OWASP Top 10.
  
• Experience working within Agile, Scrum, or hybrid project-delivery environments.
