2 x Senior ICT Project Manager (EL2 Equivalent)

About the Role
We are seeking experienced Senior ICT Project Managers to lead strategic ICT investment, procurement, financial governance, and infrastructure planning initiatives within a large Federal Government environment.
The successful candidate will manage ICT operating and capital expenditure, provide commercial and procurement leadership, and oversee infrastructure investment and refresh programs. Working with senior executives, finance teams, procurement specialists, vendors, and technology stakeholders, you will ensure effective management of ICT budgets, contracts, commercial risks, and program outcomes.
Key Responsibilities

• Lead and manage complex ICT programs and projects, ensuring successful delivery of business and technology outcomes.
  
• Manage ICT operating and capital budgets, including forecasting, allocations, accruals, financial analysis, and reporting.
  
• Provide strategic sourcing, procurement, and commercial advice for major ICT initiatives and acquisitions.
  
• Develop procurement documentation, sourcing strategies, evaluation approaches, and commercial frameworks.
  
• Support and advise vendor negotiations, contract renewals, and commercial strategy development.
  
• Conduct commercial risk assessments and implement effective mitigation strategies.
  
• Establish and maintain governance, control, and reporting frameworks for ICT running costs and investments.
  
• Oversee ICT infrastructure refresh initiatives and investment planning activities.
  
• Produce executive-level reports, dashboards, and performance metrics, including benefits realisation reporting.
  
• Manage stakeholder relationships across finance, procurement, architecture, ICT, and business functions.
  
• Provide strategic advice to executives and senior leaders on portfolio, program, and investment priorities.
  
• Support capability uplift and knowledge transfer to internal staff.
  
• Ensure compliance with government procurement, financial management, and governance requirements.
  

Requirements

Essential criteria

• 1.Demonstrated specialist expertise in program and project management, strategic planning, financial management, reporting, procurement and contract management.
  

• 2.Proven experience managing complex ICT operating and capital budgets, including forecasting, allocations, accruals, analysis and financial reporting.
  

• 3.Proven capability in vendor negotiations, contract renewals and commercial strategy development.
  

• 4.Strong stakeholder-management skills, including the ability to work effectively with finance, procurement, architecture, business and ICT stakeholders.
  

• 5.Ability to provide high-quality strategic advice and operate effectively in a complex, high-risk ICT environment.
  

• 6.Strong knowledge of ICT running-cost programs, infrastructure capital planning, workforce management and software licensing.
  

Desirable criteria

• 1.Experience in performance management, and ability to form, maintain and lead workgroups and individuals to achieve organisational objectives.
  

• 2.Experience in quality management, and ability to ensures that projects, teams and functions have appropriate practices in place and are meeting required organisational quality levels.
