Counsel / Senior Associate – Export Controls Attorney (Washington, DC)

An Am Law 100 law firm is seeking an experienced Counsel or Senior Associate-level Export Controls attorney to join its International Trade practice in Washington, DC.

The successful candidate will have at least five years of substantial experience, including directly advising and counseling clients on U.S. export controls matters, with particular emphasis on the Export Administration Regulations (EAR) and International Traffic in Arms Regulations (ITAR).

This position is particularly well suited for an attorney who has developed meaningful experience serving as a day-to-day legal and regulatory advisor to companies navigating sophisticated export control requirements. Candidates should be comfortable providing practical, business-oriented guidance regarding the application of U.S. export control regulations to clients' operations, technologies, transactions, and compliance obligations.

Representative Experience

Relevant experience includes:

• Advising clients regarding the EAR, ITAR, and related export control requirements
• Providing ongoing regulatory and compliance counseling on export control matters
• Conducting jurisdiction and classification analyses
• Advising regarding encryption, emerging technologies, and controlled technologies
• Obtaining BIS and DDTC export licenses and analyzing available license exceptions and exemptions
• Counseling non-U.S. companies regarding the extraterritorial impact and application of U.S. export controls
• Conducting or supervising restricted-party screening and export-control due diligence
• Preparing DDTC registrations and related regulatory filings
• Developing risk-based international trade and export-control compliance programs
• Developing and providing export-control compliance training
• Advising and representing clients in connection with voluntary self-disclosures
• Conducting export-control diligence in connection with M&A transactions
• Performing internal investigations and compliance audits involving potential export-control issues
• Responding to regulatory inquiries, requests for information, and subpoenas

Experience involving EU and/or UK export controls, economic sanctions, outbound investment regulation, or CFIUS matters is helpful but not required.

Qualifications

Candidates must have:

• 5+ years of relevant legal experience
• Significant experience directly counseling clients on U.S. export controls matters
• Substantial working knowledge of the EAR and ITAR
• Strong legal research, analytical, drafting, and communication skills
• Excellent academic credentials
• Membership in the District of Columbia Bar or eligibility for immediate waiver into the DC Bar

Candidates may be considered at the Senior Associate or Counsel level, depending upon experience and qualifications.

Portable client business is not required.
