Electrical Design Engineer (Water Treatment / Desalination)

PowerChina HDEC Dubai is looking for an experienced Electrical Engineer with a strong background in water treatment and desalination projects to join our growing team. Key Responsibilities: • Review tender documents, assess project requirements, and prepare technical queries for clarification. • Participate in pre-bid meetings, site surveys, and client discussions to gather project information. • Design electrical and instrumentation systems for Reverse Osmosis (RO) plants, Sewage Treatment Plants (STP), and Pumping Stations. • Prepare electrical engineering deliverables, including: o Single Line Diagrams (SLD) o Load Lists o Cable Schedules o Transformer Sizing Calculations o I/O Lists o Bills of Materials (BOM) • Design and specify electrical equipment, including: o LV & MV switchgear o MCCs o AC/DC UPS o VFDs & soft starters o Transformers o Diesel generators o Cables and cable tray systems • Ensure compliance with international standards (IEC, IEEE, NFPA, ISA) and regional regulations (DEWA, ADDC, SEC, etc.). • Review vendor drawings, specifications, and technical proposals, providing recommendations to procurement and project teams. • Attend technical meetings with clients, consultants, vendors, and third-party contractors. • Coordinate with process, mechanical, and project engineering teams to ensure successful system integration. • Prepare civil outline drawings for substations, electrical rooms, and equipment layouts. • Conduct technical risk assessments and recommend mitigation strategies.

• Bachelor's degree in Electrical, Instrumentation, or Control Engineering. • Minimum 6 years of relevant engineering experience. • Proven experience in electrical and instrumentation design for RO plants, STPs, and pumping stations. • Strong knowledge of IEC, IEEE, NFPA, ISA standards, as well as DEWA, ADDC, SEC, and other regional regulations • Proficiency in AutoCAD and ETAP. • Strong understanding of: Industrial power distribution, LV & MV switchgear, MCCs, Transformers, AC/DC UPS, VFDs and soft starters, Diesel generators, Earthing and lightning protection systems. • Experience with: Cable sizing, Voltage drop calculations, Relay coordination, Short-circuit analysis. • Knowledge of instrumentation and control systems, including: PLC/DCS integration, SCADA, Telemetry systems, Sensors and analyzers. • Experience preparing and evaluating: Technical proposals, RFPs, BOQs, Specifications and tender documents • Strong project management, vendor evaluation, procurement support, and stakeholder coordination skills. • Excellent technical writing and documentation abilities. • Proficient in Microsoft Office (Word, Excel, PowerPoint). • Fluent in English (written and spoken).
