Requirements

• Analyze the existing Excel-based calculator and its core mathematical formulas related to Stream Function Assessment Method (SFAM) values.
  
• Use a selection matrix to evaluate Excel and potential application frameworks based on user-friendliness, accessibility, automation, accuracy, and adaptability.
  
• Prepare and present written and verbal recommendations to DSL mitigation staff on the most suitable format for the final tool.
  
• Convert the SCMAC into the selected application format, including real-time data validation, error flagging, automation, and protection of internal formulas.
  
• Conduct comprehensive testing with DSL staff using real-world stream project data.
  
• Proven experience in systems analysis, application development, and software evaluation.
  
• Strong expertise in migrating complex, formula-intensive spreadsheets into commercial off-the-shelf (COTS) software or modern application frameworks, with a strong focus on automation and data validation.
  
• Strong understanding of UI/UX and accessibility, ensuring the application can be used across multiple devices without requiring specialized software.
  
• Excellent written and verbal communication skills, with the ability to lead technical discussions and present recommendations to state stakeholders.
