Position Summary

Dhaka Technologies Limited Company (DTLC) is hiring a Stormwater Database and Program Specialist on behalf of the District of Columbia Department of Energy and Environment (DOEE). The specialist serves as a subject matter expert on the DOEE Surface and Groundwater System, with 11 to 15 years of experience and a demonstrated ability to convey both technical and functional concepts. The specialist independently undertakes Quickbase system maintenance, development, and modification in support of programs related to the protection and restoration of surface and groundwater resources.

Key Responsibilities

Quickbase Design and Development

• Design, create, and maintain complex data management systems in Quickbase, and write complex formulas in Quickbase.
  
• Analyze program objectives and requirements to determine optimal approaches to designing, creating, and modifying new and existing Quickbase applications.
  
• Independently propose Quickbase solutions that address challenges related to the administration, operation, and implementation of programs.
  
• Obtain requirements from and implement Quickbase solutions for programs related to the protection and restoration of surface and groundwater resources.
  
• Design and run reports that draw information from Quickbase applications.
  

Support and Quality Control

• Assist in or lead troubleshooting efforts related to quality control and the user interface of Quickbase applications.
  
• Provide training on Quickbase applications and processes.
  
• Assist in managing internal and external relationships in order to effectively prioritize program resources.
  

Project and Standards Management

• Coordinate IT project management, engineering, maintenance, quality assurance, and risk management, and plan, coordinate, and monitor project activities.
  
• Develop technical applications to support users and perform application upgrades.
  
• Develop, implement, maintain, and enforce documented standards and procedures for the design, development, installation, modification, and documentation of assigned systems.
  
• Ensure that the project lifecycle complies with District standards and procedures.
  

Requirements

Required Skills and Experience

• 13+ years evaluating new and existing Quickbase applications or functions
  
• 13+ years working on the DOEE Surface and Groundwater System
  
• 13+ years designing and implementing reports and report interfaces
  
• 13+ years writing advanced formulas in Quickbase or other data management systems
  
• 13+ years analyzing program requirements for the purpose of developing Quickbase applications or modules
  
• 13+ years processing internal and external requests related to quality control of and user experience with Quickbase applications
  
• 13+ years managing customer relationships
  
• 13+ years analyzing and solving problems related to the administration, operation, and implementation of environmental programs
  
• 11+ years working with program staff to understand objectives and business processes in order to define program requirements
  
• 11+ years designing and creating complex Quickbase applications
  

Education

• Bachelor's degree in Information Technology or a related field, or equivalent experience (15+ years)
  

Work Requirements

• This contract is open to W2 or 1099 candidates only. Corp-to-Corp (C2C) candidates will not be considered.
  
• The final interview will be conducted in person.
