Job Purpose

As a Senior Environmental Health Officer, you will be responsible for delivering Environmental Health, Public Health and Regulatory Enforcement functions across the London Borough of Hackney. You will undertake inspections, investigations, enforcement activities, project work and prosecutions, while promoting compliance and improving business standards across the borough.

Key Duties/Accountabilities

• Carry out Environmental Health inspections and investigations.
• Investigate complaints relating to environmental health, public health and business regulation.
• Undertake enforcement action including notices, seizures and prosecutions.
• Prepare prosecution files, witness statements and court reports.
• Enforce environmental health and health & safety legislation.
• Conduct targeted compliance and enforcement operations.
• Lead on complex investigations including accidents, infectious disease control and outbreak management.
• Provide advice and guidance to businesses, consumers and stakeholders.
• Undertake Responsible Authority functions under the Licensing Act 2003.
• Assess and comment on Massage and Special Treatment Licence applications.
• Deliver educational and compliance initiatives to businesses and communities.
• Maintain accurate records, statistics and enforcement databases.
• Attend court and provide evidence on behalf of the Council.
• Lead and contribute to service improvement and cross-disciplinary projects.
• Act as a subject matter expert within Environmental Health specialisms.

Essential Experience Required

• Experience working as an Environmental Health Officer within a Local Authority.
• Experience carrying out inspections, investigations and enforcement activities.
• Experience preparing legal case files and prosecution reports.
• Experience applying Environmental Health and Public Health legislation.
• Experience conducting complex investigations.
• Experience advising businesses on regulatory compliance.
• Experience drafting detailed reports and enforcement notices.
• Strong communication and stakeholder management skills.
• Experience of court procedures and legal enforcement action.
• Experience leading projects and service improvement initiatives.

Essential Qualifications

• Environmental Health Registration Board (EHRB) approved qualification, such as:
• BSc (Hons) Environmental Health
• MSc Environmental Health
• Diploma in Environmental Health
• EHORB Registration or recognised equivalent professional competence qualification.
• Evidence of Continuing Professional Development (CPD).

Desirable Qualifications

• MCIEH or FCIEH Membership.
• Postgraduate qualification in an Environmental Health discipline.
• Full UK Driving Licence.

• Evening, weekend and occasional public holiday working may be required.
• Field-based and office-based working.
• Opportunities available across PO2 to PO4 levels depending on experience.
• Must maintain CPD and competency standards under the Food Law Code of Practice (FLCoP).
