Scovai is conducting a confidential search on behalf of a leading printing & packaging group in KSA. We are seeking an experienced and strategically minded Country HR Manager to lead the full HR function across the group's KSA operations, based in Riyadh.

This is a senior leadership role reporting to the Group HR Director / Regional HR Lead. The successful candidate will ensure strategic alignment with Group HR, full compliance with Saudi labor regulations, and effective management of HR operations, manpower planning, and employee relations across multi-site industrial environments.

This position is exclusively for Saudi nationals.


Key Responsibilities:

  • HR Strategy & Leadership: Drive HR strategy, partner with Country GM and plant leadership, and support organizational development across KSA operations.

  • Manpower Planning & Workforce Management: Lead annual manpower planning, workforce budgeting, optimization, and blue-collar workforce management across multi-site industrial operations.

  • HR Operations: Oversee recruitment, onboarding, payroll inputs, HR administration, and HRIS data accuracy.

  • Compensation & Benefits: Manage salary structures, job evaluations, promotions, medical insurance, GOSI, WPS, and benefits administration.

  • Employee Relations & Compliance: Ensure full compliance with Saudi Labor Law, manage grievances, disciplinary actions, and government relations (MHRSD, GOSI, Qiwa, Muqeem).

  • Saudization: Develop and execute Saudization strategies, meet Nitaqat requirements, and partner with HRDF for national talent development.

  • Performance Management & Talent Development: Implement PMS cycles, KPIs, training needs analysis, and succession planning.

  • HR Systems & Digital Transformation: Lead HR system improvements, automation, and workforce analytics to drive data-informed decision-making.


Qualifications:

  • Bachelor's degree in HR or Business Administration (Master's degree or HR certifications preferred)

  • 10-15+ years of HR experience, including 5+ years in a managerial role

  • Experience in manufacturing or industrial operations preferred


KPIs:

  • Saudization compliance and Nitaqat targets

  • Workforce stability and labor cost control

  • Accuracy of HR operations and HRIS data

  • Audit compliance and grievance resolution timelines

  • Completion of PMS cycles and talent development initiatives
