Position Overview
The Government Services Integration Cluster is seeking a Senior Business Analyst to provide comprehensive business analysis services across complex business and I&IT initiatives.
The successful candidate will work closely with business stakeholders, subject matter experts, project teams, developers, QA professionals, and other technical resources to understand business needs, analyze requirements, identify opportunities for improvement, and translate business requirements into effective technology solutions.
The role requires a strong combination of business analysis, Agile delivery, requirements engineering, business process modelling, enterprise architecture awareness, business case development, stakeholder engagement, and technical documentation experience.
The candidate must be comfortable working on medium to large-sized projects and operating in a complex public-sector/I&IT environment.

Business Analysis & Requirements
- Lead and conduct business analysis to assess client business problems, opportunities, and requirements.
- Gather, analyze, document, validate, and manage business and technical requirements.
- Lead and facilitate workshops to elicit, review, document, and confirm:
- Business requirements
- Business processes
- Business process reengineering
- Business models
- Business rules
- User interface requirements/design
- Business requirements
- Develop requirements at varying levels of detail throughout the project lifecycle.
- Conduct requirements gathering through workshops, JAD sessions, interviews, stakeholder consultations, mockups, and other appropriate techniques.
- Develop and maintain approved business requirements and identify significant changes requiring documentation updates.
- Translate business and data requirements into specifications sufficient for designing appropriate technology solutions.
- Ensure traceability between business requirements and proposed I&IT solutions.
- Work effectively within Agile/Scrum environments.
- Break down complex business requirements into manageable deliverables for development teams.
- Create and maintain user stories, acceptance criteria, and related requirements documentation.
- Participate in sprint planning and facilitate/support daily standups and other Agile ceremonies.
- Ensure business analysis activities align with iterative development cycles.
- Support UX, functional, and technical design activities.
- Work closely with development and QA teams to ensure requirements are correctly understood and implemented.
- Support User Acceptance Testing (UAT) and ensure business requirements are validated against system functionality before deployment.

- Prepare cost-benefit analyses, feasibility studies, ROI assessments, and budget estimates for I&IT initiatives.
- Evaluate alternative technology and service delivery approaches.
- Make practical recommendations based on business value, cost, risk, feasibility, and organizational requirements.
- Apply enterprise business architecture concepts to ensure recommended technologies align with OPS standards.
- Understand I&IT Cluster and corporate policies, directives, guidelines, standards, and procedures.
- Ensure recommended business solutions align with enterprise and cluster standards and directions.
- Assess technology options and determine appropriate solutions based on business requirements.
- Demonstrate knowledge of software development, integration, database concepts, UI design principles, change management, QA, risk management, disaster recovery, and business continuity planning.
- Manage change processes by:
- Defining change scope
- Conducting impact assessments
- Identifying affected stakeholders
- Developing training strategies
- Developing communication strategies

- Support end-user adoption of new systems and processes.
- Communicate changes clearly to technical and non-technical audiences.

- Monitor progress, identify issues, resolve problems, and provide regular status updates to management and stakeholders.

- Support ongoing production issues and configuration management.
- Manage problem identification and resolution activities to ensure timely resolution.
- Support service delivery, portfolio, program/project management, and resource management activities.
- Ensure business analysis deliverables are completed within defined time, scope, quality, and resource constraints.
- Lead or participate in Requests for Proposals (RFPs), focusing on:
