Job Overview
The Learning and Assessment Writer / Validator is responsible for ensuring the organisation's assessment tools and learning resources meet the rigorous quality standards required under the Standards for Registered Training Organisations (RTOs) 2025.
With a primary focus on assessment validation and redevelopment, this role critically evaluates existing assessment instruments and learning materials to confirm they are compliant, fit-for-purpose, and aligned to the requirements of relevant Training Package units of competency and qualifications.
Working across a range of Training Packages, the Learning and Assessment Writer / Validator works collaboratively with trainers, assessors, and the compliance team to drive continuous improvement in assessment quality and learner outcomes.
The role includes reviewing assessment tools and learning resources, identifying gaps and non-conformances, interpreting Training Package requirements, documenting validation outcomes, addressing assessment gaps, and creating new assessment tasks and simulation packs as required.
Key Responsibilities
Pre-Use Review and Assessment Validation
- Lead and participate in systematic validation of assessment tools against the Principles of Assessment, including:

- Review assessment instruments, including:

- Confirm assessment instruments are aligned with:

- Evaluate whether assessment tools collectively provide sufficient evidence to make a confident judgement of competence across all elements and performance criteria.
- Conduct pre-use assessment tool reviews of newly developed or updated assessment tools prior to their use with learners.
- Identify gaps, inconsistencies, and non-conformances in existing assessment resources.
- Clearly document validation findings using the organisation's validation reporting templates.
Learning Resource Review
- Review learner-facing learning resources, including:
- Learner guides
- Facilitator guides
- PowerPoint presentations
- E-learning content
- Learner guides
- Assess learning resources for:
- Accuracy
- Currency
- Alignment with Training Package requirements
- Accuracy
- Verify that learning resources reflect current industry practice and legislative or regulatory requirements relevant to the training context.
- Apply this review particularly within:
- Business & Leadership, including the BSB Training Package
- Construction & Trades, including the CPC and AUR Training Packages
- Business & Leadership, including the BSB Training Package
Training Package and Compliance Requirements
- Interpret and apply Training Package units of competency, qualification packaging rules, and associated assessment requirements accurately and consistently.
- Record all validation outcomes, recommendations, and resulting actions in the organisation's Continuous Improvement Register (CIR).
- Address identified gaps in assessment resources.
- Create new assessment tasks, including simulation packs, as required.
- Work collaboratively with trainers, assessors, and the compliance team to support continuous improvement in assessment quality and learner outcomes.
Requirements
Essential Qualifications and Experience
- Demonstrated experience conducting assessment validation and reviews in a Registered Training Organisation (RTO).
- Sound knowledge of the Standards for RTOs 2025.
- Proven ability to interpret Training Package units of competency, including:
- Elements

- Performance evidence
- Knowledge evidence
- Assessment conditions

- Strong understanding of the Principles of Assessment and Rules of Evidence, including their practical application in assessment design and validation.
- Excellent written communication skills, including the ability to produce:

- Ability to critically evaluate complex documentation.
- Ability to work independently.

Desirable Qualifications and Experience
- Experience developing or reviewing Recognition of Prior Learning (RPL) assessment kits.
- Familiarity with e-learning authoring tools, including:
- Articulate Storyline

- Ability to review digital learning content for compliance and quality.
- Experience working with Learning Management Systems (LMS) in a VET context.
- Knowledge of ASQA's regulatory approach and audit evidence requirements.
