Position Overview
We are seeking an experienced Systems Analyst II (.NET Developer) to join the Government of Newfoundland and Labrador's OCIO Design & Delivery Branch on the MRD/TMS Mainframe Modernization Project.
The successful candidate will contribute to the design, development, integration, data migration, testing, and enhancement of a modernized enterprise application platform. This is a hands-on development role requiring strong expertise across the Microsoft .NET stack, SQL Server, API development, front-end technologies, data extraction, and secure system integration.
The resource will work under the direction of the OCIO DevOps Manager and Solution Architect and collaborate closely with developers, architects, data specialists, testers, business stakeholders, and other project team members.

The MRD/TMS Mainframe Replacement initiative is part of the Government of Newfoundland and Labrador's broader modernization strategy to migrate legacy enterprise systems from mainframe technology to modern platforms.

Candidates should also be able to demonstrate their experience through specific projects, including:

- Ticket Management System (TMS) – supporting the administration of offences for the Department of Justice and Public Safety.
Key Responsibilities
1. .NET Application Development
- Design, develop, enhance, and maintain enterprise applications using the Microsoft .NET ecosystem.
- Develop solutions using:
- C#
- ASP.NET Core
- ASP.NET MVC
- ASP.NET Framework

- Implement application functionality and system enhancements based on technical and business requirements.
- Troubleshoot application issues and perform performance optimization.
- Develop reusable, scalable, maintainable, and secure application components.
- Work across integration, data, business logic, and presentation layers.
- Design, develop, and maintain RESTful APIs using .NET technologies.
- Develop and integrate service-based and SOAP web services where required.
- Implement secure, performant, scalable API and integration patterns.
- Support integration between enterprise applications and downstream/upstream systems.
- Participate in redevelopment and modernization of existing data extraction processes.
- Support API testing, documentation, deployment, and troubleshooting across environments.
- Apply appropriate security, authentication, authorization, validation, and error-handling practices.
- Design and develop SQL-based solutions using Microsoft SQL Server.
- Write complex SQL queries and stored procedures.
- Support data extraction, transformation, reporting feeds, and data exports.
- Analyze existing data structures and develop efficient database solutions.
- Support data quality, validation, reconciliation, and issue resolution.
- Work with project stakeholders to ensure accurate and reliable downstream reporting and analytics data.
- Develop and enhance user interfaces integrated with .NET back-end services.
- Build front-end solutions using:
- HTML
- CSS
- Modern CSS frameworks
- JavaScript
- Razor and/or Blazor
- HTML
- Implement UI components based on UX designs and established accessibility standards.
- Maintain consistency between the core solution, associated modules, and portals.
- Troubleshoot UI issues and contribute to front-end performance optimization.
- Participate in planning and executing migration of data from legacy/source systems to the modernized target platform.
- Develop migration utilities, transformation logic, and validation routines.
- Perform data quality checks and reconciliation.
- Investigate and resolve migration-related data issues.
- Collaborate with data specialists, developers, business stakeholders, and testing teams.
- Support migration testing cycles and production cutover activities.
- Assist with solution testing, including:
- Test script development
- Test execution
- Defect identification
- Remediation
- Regression testing
- Test script development
- Support API and integration testing.
- Investigate application defects and implement appropriate fixes.
- Participate in performance and technical troubleshooting activities.
- Assist with solution design and technical documentation.
- Document APIs, integration processes, data flows, and technical solutions.
- Track tasks and deliverables using Kanban/Planner boards or equivalent project management tools.
- Participate in regular development meetings, stand-ups, technical discussions, and project planning sessions.
- Follow established development, source-control, security, accessibility, and deployment practices.
Requirements

Demonstrated advanced hands-on proficiency with the Microsoft .NET ecosystem, including:

Extensive hands-on experience with relational database platforms, including:

- 5+ years of demonstrated experience working in a Systems Analyst / Developer capacity.
- Recent, hands-on experience within the Microsoft .NET ecosystem, including .NET Framework and/or .NET Core.

- Developing/integrating service-based implementations.
- Supporting secure enterprise integrations.
- Supporting downstream data extraction.
