About the role
The CMS Fee-for-Service Data Collection System (FFSDCS) is the mission system through which the Centers for Medicare & Medicaid Services collects statutorily mandated data from drug manufacturers, clinical laboratories, ground ambulance organizations and hospitals. You will own the reporting and analytics layer of that system: the validated datasets, approved extracts and dashboards that turn raw submissions into something CMS analysts and downstream payment processes can rely on.
This is not a dashboard-decoration job. The outputs you build feed Medicare payment inputs, so numerical accuracy and defensible data lineage matter more than visual polish. A significant part of the role is helping move the program off manual spreadsheet distribution and onto automated, audited, schema-versioned outputs.
Scale and context
- Four separate statutory collections: Average Sales Price drug manufacturer reporting, Clinical Laboratory Fee Schedule private-payor reporting, Ground Ambulance data collection, and Off-Campus Hospital Outpatient acquisition data
- Approximately 17,800 registered reporting users across those four collections
- High Value Asset, FISMA Moderate application running in the CMS Cloud (AWS GovCloud)
- Platform stack: Java/Spring Boot microservices, ReactJS, Amazon Aurora, Kubernetes
- Agile two-week sprints with production releases multiple times per month
- CMS-furnished tooling: JIRA, GitHub, Confluence, Splunk, New Relic, Snyk, SonarQube
Location and schedule
Hybrid role. Baltimore, Maryland area strongly preferred for proximity to the CMS Woodlawn campus. Eastern Time core hours in support of a Monday to Friday, 9:00 AM to 6:00 PM ET service window. All work is performed within the United States.
What you will do
- Design, build and validate recurring and ad hoc reports, extracts and data products from all four FFSDCS collections in CMS-approved structures and formats, applying privacy and access controls to user-specific extracts
- Support modernization of output distribution: define data contracts with downstream consumers, build automated extract-and-publish outputs, and run parity validation proving automated outputs match legacy extracts before cutover
- Develop dashboards and self-service analytics in Amazon QuickSight covering operational performance, submission-quality trends and program status reporting
- Build reporting-cycle exception analytics — anomaly flags on statistically unusual submissions routed to subject matter expert review before data feeds downstream calculations, with a human adjudicating every flag
- Write and tune complex SQL against Amazon Aurora; document data lineage, transformations and validation logic
- Ensure report outputs conform to Section 508 accessibility standards
Award contingency
This position is contingent upon contract award. Candidates selected will receive a contingent offer and will begin the federal suitability and credentialing process, which can take several weeks to several months. Employment begins only upon award and successful adjudication.
Eligibility
- U.S. work authorization, and residence in the United States for at least three of the last five years — a CMS background-investigation eligibility requirement
- Ability to obtain and maintain a CMS Public Trust suitability determination (e-QIP application, fingerprinting, favorable adjudication) prior to system access
- All work performed within the United States
- Completion of HHS/CMS security, privacy and records-management training before performance and annually thereafter; signed non-disclosure agreement
Requirements
What you need
- 5+ years of business intelligence, reporting or data analysis experience, including expert-level SQL and delivery of production reporting for enterprise or government data systems
- Experience with data validation, reconciliation and quality assurance in an environment where downstream consumers depended on numerical accuracy
- Hands-on experience with at least one modern BI platform — Amazon QuickSight, Tableau or Power BI — and with documenting data definitions and lineage
Minimum education
Bachelor's degree and 5+ years of relevant experience.
Preferred qualifications
- Healthcare pricing, claims or rate-setting data experience
- Python or R for analysis
- AWS data services including Aurora, Athena and Glue
- Section 508 document remediation
- Experience supporting federal data-governance requirements

Compensation
The salary range for this position is $100,000 to $105,000 annually. Actual compensation is determined by experience, qualifications, skills, location and internal equity. This range reflects the anticipated base salary and does not include bonus, benefits or other compensation.
