Position Summary

Dhaka Technologies Limited Company is hiring a Senior Project Manager on behalf of a client, a large county government in Southern California, to serve as the County's lead project manager for its assessor department's enterprise modernization program. The program's primary initiative is replacing a legacy mainframe property assessment system with a modern platform, alongside a data center exit and cloud migration of related applications and infrastructure. The Senior Project Manager represents the County's interests independently of any implementation vendor, and coordinates County leadership, the County technology office, software vendors, consultants, and business stakeholders to plan, govern, and deliver the program while protecting continuity of critical assessment operations. The program is in the planning stage, so the Senior Project Manager will establish governance, the integrated master schedule, and core project controls from the start.

Responsibilities

  • Serve as the County's lead project manager, acting on the County's behalf, for the enterprise modernization program, including the property assessment system replacement, the data center exit and cloud migration, and related enterprise technology initiatives.
  • Within the first 60 days, assess existing governance, schedules, resources, contracts, risks, and documentation, and deliver an initial program assessment and mobilization plan with prioritized recommendations.
  • Establish and run program governance, including executive sponsor and steering committee meetings, decision making and escalation protocols, and action and decision tracking.
  • Develop and maintain an integrated master schedule covering County, vendor, infrastructure, data migration, integration, testing, training, organizational readiness, procurement, and cutover activities and dependencies.
  • Manage risks, issues, assumptions, decisions, and dependencies, and escalate material concerns promptly, including when your assessment differs from vendor or project team reporting.
  • Monitor vendor performance, deliverables, milestones, and contractual commitments; review vendor invoices and recommend acceptance and payment to County staff.
  • Monitor program budget, forecasts, and change orders in coordination with the department's financial planning team.
  • Prepare executive dashboards, weekly status reports, monthly executive reports, decision papers, and briefings for department leadership, the Chief Administrative Office, and the Board of Supervisors as requested.
  • Coordinate requirements management, testing, data conversion, organizational change management, training, cutover, go live readiness, and stabilization after go live.
  • Support procurement of the property assessment system and implementation partners, contract implementation, and deliverable acceptance.
  • Transfer project management knowledge, templates, governance processes, and tools to County staff so the department can sustain them after the engagement.

Required Qualifications

  • At least ten years of progressively responsible project or management experience, including at least five years working within a local government (city or county) environment, either as an employee or as a consultant embedded with the agency.
  • At least five years, cumulative, leading large, complex enterprise technology implementation or modernization projects or programs with budgets of $10 million or more.
  • Lead project or management role on at least three distinct enterprise system implementations carried through go live and stabilization.
  • Experience coordinating multiple concurrent workstreams involving business stakeholders, technical teams, vendors, consultants, and executive leadership.
  • Experience managing scope, schedules, budgets, risks, issues, decisions, dependencies, vendor performance, and executive reporting.
  • Hands on leadership of implementation activities such as requirements management, system integration, data migration or conversion, testing, organizational readiness, training, cutover, go live, and stabilization.
  • Experience managing projects in a public sector, government, or similarly regulated environment.
  • Able to work onsite in San Diego during County business hours (Pacific Time), including support outside business hours during cutover and stabilization.
  • Able to start January 1, 2027.
  • Must pass a County background check and work exclusively on equipment and networks owned by the County.
  • Must be authorized to work in the United States without employer sponsorship, now or in the future.

Preferred Qualifications

  • Experience implementing or managing a Computer Assisted Mass Appraisal (CAMA), property assessment, property tax administration, land records, or permitting system, such as Tyler iasWorld, Aumentum, or a comparable platform.
  • PMP or PgMP certification; Agile, Scrum, or Prosci change management credentials.
  • California county or city government experience.
  • Experience with data center exits, cloud migrations, or disaster recovery and business continuity planning.
  • Experience briefing a Board of Supervisors, city council, or similar governing body.

Compensation and Schedule

$70 to $80 per hour on a W2 basis, based on experience. Approximately 40 hours per week, with hours varying by program phase and billed against approved timesheets.

How to Apply

Send a current resume to talent@dhakatech.us with the subject line "Senior Project Manager, County Enterprise Modernization (San Diego)."
