1. Firms may use an MWBE sub-consultant firm to submit qualified resumes to obtain credit for the M/WBE  and SDVOB participation goals by submitting the PA3760C and PA3760SDV1 forms with resume.
   
2. STAFF QUALIFICATIONS
   

• Certification requirements: AWS CWI, MT Level 2, SWAC
  

Responsibilities may include, but are not limited to:

• Perform all inspections as required by the Contract Specification and governing Code.
  
• Submit daily narratives via email of the work including all obtained data, in Adobe PDF format with handwritten or secure digital signature.
  

Skill Requirements:

• Required to travel to jobsites.
  
• Must have the ability to pass a Transportation Worker Identification Credential (TWIC) and/or Secure Worker Access Consortium (SWAC) background screening at a High Level (when required)
  

1. SELECTION PROCESS
   

Resumes are being solicited from multiple firms on the roster of the 2026 Performance of Expert Professional Structural Steel Inspection and Non-destructive Testing Services on a “Task Order” Basis firm list.  Firm selection will be based on the following criteria listed below in relative order of importance:

1. The quality and depth of the experience and qualifications of the staff performing services
   
2. Consideration of cost, as appropriate
   

All questions should be submitted no later than the listed due date to the attention of Paul Catherall at pcatherall@panynj.gov.  Paul Catherall, nor any other employee of the Authority is authorized to interpret the provisions of the Task Order Request for Resumes or accompanying documents or give additional information as to its requirements.  If interpretation or additional information is required, it will be communicated by written addendum issued by the undersigned and such writing shall form a part of this Task Order Request for Resumes solicitation, or the accompanying documents, as appropriate.

Resume submission preparation costs are not reimbursable by the Authority, and the Authority shall have no obligation to a firm except under a duly authorized Agreement executed by the Authority.

No rights accrue to any Proposer except under a duly authorized Agreement for performance of the specified services. The Authority reserves the qualified right, to reject all Resumes, to undertake discussions and modifications with one or more Consultant, to waive defects in Resume submissions, and to proceed with that submission or modified submission, if any, which in its judgment will, under all the circumstances, best serve the public interest.

Requirements

The Engineering Department Construction Management Division – Materials Engineering Unit is seeking a Steel Inspector to perform inspections for contract MCP-254.259 at Stonebridge yard – 22 Brick Yard Rd, Cranbury, NJ 08512.

• • Duration: Start on 11/09/2026, End: 02/01/2027.
    
  • Work consists of performing inspections for fillet welding.
    
  • The inspector must be a certified AWS CWI and MT Level 2.
    

The inspector must have or be able to quickly obtain SWAC clearance
