Job Title: Program Controls Manager

Location: Ras El Hekma, North Coast, Egypt

Position Overview

The Program Controls Manager directs and governs the overarching project controls framework for the Wadi Yemm master development—the flagship precinct within the Ras El Hekma mega-destination on Egypt’s Mediterranean coast.

Operating within the Owner/PMC organization, this role leads the integration of cost, schedule, risk, change, and earned value management across diverse horizontal infrastructure, marine/coastal packages, and large-scale vertical developments (luxury residential, hospitality, golf courses, and commercial zones). The Program Controls Manager ensures uniform controls standards across all appointed international engineering consultants, supervision firms, and primary contractors executing on the North Coast.

Requirements

Education Requirements and Acceptable Alternatives

• Bachelor’s degree in Engineering / Construction Management – Mandatory
• Master’s degree (Project Management / MBA) – Preferred

Required Courses / Certifications

• Project Management Professional (PMP) – Strongly Preferred
• Primavera P6 (Advanced / Enterprise level) – Mandatory
• Earned Value Management (EVM / EVMS) – Strongly Preferred
• Risk Management integration (cost & schedule risk) – Strongly Preferred

Required Experience / Remarks

• 12+ years total experience
• 5+ years in program-level controls
• Previous experience in project/program controls with PMC/Owner’s experience on major programs is highly recommended.
