About the Role

The United States Postal Service is seeking an Architect/Engineer to manage design and construction projects for its Facilities organization from inception through delivery. Projects focus on repair and alteration, deferred maintenance, and building systems (electrical, HVAC, structural, and more) at postal facilities ranging from delivery units to large mail processing plants. This role supports work tied to the Delivering for America program.

As the project manager, you will review drawings and specifications, support the solicitation process, and oversee construction. You will be accountable for bringing each project in on schedule and to contract requirements. After onboarding, you will be expected to manage your projects independently with minimal supervision.

Key Responsibilities

•       Provide architect/engineering expertise to evaluate problems and develop alternatives for construction projects.

•       Conduct analysis, feasibility studies, and cost estimates, and resolve technical problems related to the planning, design, and development of engineering systems and equipment.

•       Prepare justifications for engineering proposals, including alternatives for facilities, systems, and equipment, for management review.

•       Evaluate technical, cost, and economic data to identify alternatives that support mail processing operations.

•       Manage projects through design, construction, testing, start-up, and operation of facilities, systems, and equipment.

•       Help prepare requests for proposal, including drawings and specifications, and evaluate bids for technical accuracy and contract compliance.

•       Attend preconstruction and final acceptance meetings, conduct on-site inspections throughout each project phase, and report noncompliance with contract requirements.

•       Oversee and coordinate with architects, engineers, contractors, construction representatives, contracting staff, and on-site facility customers.

Requirements

Required Qualifications

•       Education: Bachelor's or graduate degree from an accredited college or university in architecture; construction management; or civil, structural, electrical, or mechanical engineering; OR current state registration as an architect or engineer.

•       A minimum of 4 years of experience in facility design and construction or construction project management.

•       Ability to prepare, analyze, and interpret design and construction documents and technical reports.

•       Knowledge of architecture, engineering, and building construction sufficient to review and inspect repair and alteration work and new construction.

•       Knowledge of the construction industry as it relates to planning, design, and construction of new facilities.

•       Knowledge of facility contracting procedures, cost estimating, job site safety, project scheduling, and quality control.

•       Ability to interpret and apply national and local codes (e.g., OSHA, building codes).

•       Ability to plan, organize, and monitor projects and provide technical guidance and feedback.

•       Strong written and verbal communication skills with managers, peers, and contractors in the field.

•       Proficiency in Microsoft Office (Excel, Word, Outlook, and PowerPoint), including preparing and delivering project presentations.

Preferred Qualifications

•       Professional Engineer (PE) or Registered Architect (RA) license.

•       Owner-side facilities or construction project management experience (A/E or design firm experience also considered).

•       Experience with federal or government facilities, codes, and standards (e.g., ABA/ADA).

•       PMP, LEED, or CCM certification.

•       Proficiency with MS Project or similar scheduling tools, Bluebeam, and cost estimating tools.

Eligibility

Candidates must be U.S. citizens or lawful permanent residents (green card holders) who have resided in the U.S. for at least 5 years.
