Position Overview
We are seeking a highly experienced Senior Full Stack Software Developer with strong hands-on expertise in Node.js, Next.js, React, Java, Spring Boot, Microsoft Dynamics 365, Power Platform, Azure, and Dataverse to support enterprise application development and digital service delivery for the Government of Ontario.
The successful candidate will combine full-stack development capabilities with technical leadership, solution architecture, enterprise integration, and Agile delivery experience. The role requires the ability to design, develop, integrate, deploy, and support secure, scalable, and maintainable enterprise applications, particularly in CRM, customer service, permitting, licensing, registration, inspection, compliance, and case management environments.
The developer will work closely with business analysts, product managers, solution architects, testers, business subject matter experts, and other stakeholders to translate complex business requirements into effective technical solutions. The ideal candidate will be comfortable balancing hands-on development with technical leadership, mentoring, architectural decision-making, and delivery accountability.
Key Responsibilities
1. Full Stack Development and Application Delivery

• Design, develop, test, implement, and maintain enterprise-grade full-stack applications using Node.js, Next.js, React, Java, and related development technologies.
  
• Develop backend services and enterprise applications using Java, the Spring Boot framework, and Apache Tomcat.
  
• Build responsive, scalable, and maintainable front-end applications using React, JavaScript, and TypeScript.
  
• Develop and integrate REST APIs, web services, and backend components to support complex business processes.
  
• Work with Oracle and SQL databases, SQL Server, and relational data models to support application functionality and data management.
  
• Apply software engineering principles, object-oriented programming, reusable design patterns, coding standards, and secure development practices.
  
• Contribute hands-on to application development while providing technical direction and guidance to other developers.
  

2. Microsoft Dynamics 365 and Power Platform

• Design, configure, develop, and implement solutions using Microsoft Dynamics 365 Customer Service, Microsoft Power Platform, and Microsoft Dataverse.
  
• Develop business applications using Power Apps, Power Automate, and Power Pages.
  
• Implement CRM, customer service, case management, and business process automation solutions using standard platform capabilities and custom development.
  
• Configure business rules, workflows, security frameworks, data models, and role-based access controls within Dataverse and Dynamics 365.
  
• Design and implement solutions for permitting, licensing, registration, inspection, compliance, and case management processes.
  
• Support end-to-end permit lifecycle management, including:
  
  • Application intake and registration.
    
  • Application review, assessment, and approval workflows.
    
  • Permit issuance and document generation.
    
  • Permit amendments and renewals.
    
  • Inspection scheduling and tracking.
    
  • Compliance monitoring and case management.
    
• Integrate Dynamics 365 and Power Platform solutions with enterprise applications and external systems.
  
• Ensure solutions are secure, scalable, maintainable, and aligned with enterprise architecture standards.
  

3. Solution Architecture and Technical Design

• Provide technical leadership in the design and implementation of complex enterprise applications and integrated solutions.
  
• Develop architecture artifacts, including contextual, conceptual, logical, and physical solution designs.
  
• Define technical roadmaps, application architecture, integration approaches, deployment strategies, and implementation plans.
  
• Design scalable and secure solutions leveraging Microsoft Dynamics 365, Power Platform, Azure, Dataverse, Java, and other enterprise technologies.
  
• Apply enterprise integration patterns, API-led architecture, middleware technologies, and cloud integration practices.
  
• Evaluate technical options, identify dependencies, resolve architectural challenges, and recommend appropriate design approaches.
  
• Ensure alignment with enterprise architecture principles, security requirements, data governance standards, and software engineering best practices.
  

4. Azure Cloud Services and Enterprise Integration

• Design, develop, and implement cloud-based solutions using Microsoft Azure services, including:
  
  • Azure Functions.

  • Azure Storage Services.
    
  • Azure Key Vault.
    
• Build and maintain secure integrations between Dynamics 365, Power Platform, Java applications, and internal or external enterprise systems.

• Apply appropriate authentication, authorization, data protection, error handling, logging, and monitoring practices.
  
• Utilize MuleSoft and other enterprise middleware technologies where required.
  
• Ensure integration solutions meet performance, scalability, availability, security, and maintainability requirements.
  

5. Technical Leadership and Agile Delivery

• Provide technical leadership, mentorship, and coaching to developers and technical team members.
  
• Lead by example through hands-on development, problem-solving, code reviews, and technical decision-making.
  
• Coordinate development activities across developers, testers, business analysts, architects, product managers, and business stakeholders.
  
• Translate business and functional requirements into technical designs, sprint plans, work breakdown structures, and actionable development tasks.
  
• Participate in Agile/Scrum ceremonies, sprint planning, backlog refinement, daily stand-ups, reviews, and retrospectives.
  
• Establish and enforce development standards, coding conventions, security controls, and quality assurance practices.
  
• Conduct code reviews, identify technical risks, resolve development blockers, and promote knowledge sharing.
  
• Produce technical documentation, implementation guides, architecture artifacts, and knowledge transfer materials.
  
• Support effective stakeholder communication, technical discussions, and collaborative decision-making.
  

6. DevOps, CI/CD, Testing, and Production Support

• Implement and maintain CI/CD pipelines using Azure DevOps and GitHub.
  
• Manage source control, branching strategies, build processes, automated testing, and deployment workflows.
  
• Support application environment management, configuration, release planning, and large-scale solution deployments.
  
• Implement automated deployment and testing practices to improve delivery quality and consistency.
  
• Troubleshoot application defects, integration issues, performance bottlenecks, and production incidents.
  
• Support application releases, ongoing maintenance, operational readiness, and continuous improvement.
  
• Ensure adherence to software development lifecycle (SDLC) practices, quality standards, and security requirements.

• Explore and apply Microsoft Copilot, Generative AI, AI Agents, and Large Language Models (LLMs) to improve development productivity, solution design, testing, and technical documentation.

Requirements

Mandatory Qualifications and Experience
Candidates must demonstrate the following qualifications and experience:

1. Minimum 7 years of software development experience, including enterprise application delivery and hands-on experience with the technical technologies identified in this job description.
   
2. Minimum 3 years of experience in a Technical Lead, Lead Developer, or Solution Lead capacity.
   
3. Minimum 2 years of experience implementing solutions using Microsoft Dynamics 365 and/or Power Platform, with demonstrated hands-on experience in Dynamics 365 Customer Service and Power Platform.
   
4. Strong full-stack development experience with Node.js, Next.js, React, and Java.
   
5. Hands-on Java development experience using the Spring Boot framework and Apache Tomcat, including Java applications integrated with Oracle or SQL databases.
   
6. Experience delivering CRM, Customer Service, case management, or business process solutions.
   
7. Experience designing, developing, and implementing permitting, licensing, registration, inspection, compliance, or case management solutions using Dynamics 365, Power Platform, Azure, and Dataverse.
   
8. Experience supporting end-to-end permit lifecycle processes, including application intake, reviews, approvals, issuance, amendments, renewals, inspections, compliance monitoring, and document generation.
   
9. Strong expertise in Microsoft Dataverse, including data modelling, security, business rules, and data integration.
   
10. Hands-on experience with Microsoft Dynamics 365 Customer Service and Power Platform components, including Power Apps, Power Automate, and Power Pages.
    
11. Strong experience designing and implementing complex integrations across multiple business systems using APIs, REST services, enterprise integration patterns, and cloud-based architectures.
